An agreement An agreement was made that once in the Capitol, the State workers and their allies would not shout chants. The outside portion of the rally concluded with signers teaching the crowd sign language for "They say cut back, we say fight back!"

 
  The media responds when a rally at the Capitol numbers in the thousands. Jim Hard (Employment Program Representative, EDD) President, SEIU Local 1000, described the State workers' concerns.
